mm you get shields in the 450 range in synergies.. 400 damage add at the end of the equation :(

That sounds like nothing. one -armor gem would beat these 15 skill pnt passive.

I think this is so called rework.
I am not sure Salan and Ghostblade would like a rework or just a re-scale.
For re-scale, I agree on using the entire armour instead of shield. 
I would suggest 5-10% as the starting point, and 0.5-1% growth per level. Balance may need more test.

I thought your idea once before. It is cool. We can give a shot on Paladin.

Not a rework, just the mentioned idea on top of the current.

Given its name, i think it would be appropriate to have it do something like this:

When you take damage you gain an Armor buff (+2500 all armor at lvl 15?)
When you deal damage you gain a damage buff (+30% all damage.)

With how incredibly bad armor is for end-game 2500 armor seems like a decent number, and the damage bonus seems fair aswell since it buffs every ability and ...its a passive ^^

If everyone perfers a rework I would throw my favorite out.  ;) ;)
Use scaled righthand DPS to add to armor.  (i.e. 10000 mainhand DPS, X% ==> X*100 add to all armor. )
Use scaled physical armor to add to current weapon damage. (i.e. 10000 armor, Y% ==> Y*100 add to final weapon damage)
      (or shield physical armor with higher factor than currently) (i.e. 400 armor, Z% ==> 4*Z add to final weapon damage)
